The state of Vermont is telling a U.S. House panel it has every right to set up a state health insurance exchange and require individuals and small businesses to purchase their health coverage through it.

The U.S. House on Thursday passed a “farm only” farm bill that removed the major provisions of the bill - its nutrition programs. Vermont Congressman Peter Welch says both food and farm security has been compromised.
