The Independent Consumer Advocacy Network is New York State's ombuds program for managed long term care. ICAN was established by Community Service Society in December 2014, with funding from the State of New York. ICAN provides consumer education and assistance to people enrolled in Medicaid managed care plans that cover long term care services. Through our telephone hotline, community outreach, and website, ICAN counselors provide free, confidential assistance to consumers who have questions or problems with their health insurance.
