Albany, NY – Voters passed nearly ninety percent of the state's school district budgets Tuesday. Most of the Capital Region district budgets passed-with the notable exception of seven, including Albany City Schools. Superintendent Eva Joseph cites the rise of Charter school payments as the reason for the razor-thin vote to reject, highlighting a state-wide rift between public school districts and the state's charter schools.
