The Vermont Senate has approved the second budget bill of the year, but it faces a likely veto from Republican Governor Phil Scott.
The Senate suspended the rules Thursday and voted 22 to 3 in favor of the budget bill. It passed in the House on Tuesday.
The bill is touted by Democratic leaders as a compromise that would help keep the government open while Scott and the Legislature continue to debate property tax rates. Scott initially said he would support a compromise bill, but said Wednesday he would veto this bill because of a provision that would increase non-residential property tax rates.
Senator Randy Brock of Franklin County introduced an amendment that would keep non-residential property tax rates at the previous year's level, but it failed to pass.
