Shumlin Seeks All-Payer Waiver From Feds For Vermont

Vermont Governor Peter Shumlin will be in the nation's capital Wednesday to seek an "all-payer waiver" from the federal government.
Shumlin  will meet with Health and Human Services Secretary Sylvia Mathews Burwell and Office of Management & Budget Director Shaun Donovan seeking a waiver that would allow for changes to the way health care is paid for and change the way billions of federal dollars flow through Vermont's health care system.

Vermont Public Radio says the governor wants a system that pays providers based on keeping people healthy, saying it is the only way to control health care spending.

The state and federal governments have to agree on how much money the state will get over the next five years and the manner in which that money will be spent.
