Vermont Public Radio reports GMP is managed by an "Alternative Regulation" model, which allows for more regulatory reviews of spending than traditional regulation.
Opponents contend that the system lacks transparency and allows GMP to collect money from customers that it wouldn't be entitled to under Vermont's standard regulation practices.
GMP spokeswoman Kristin Carlson says the utility has provided thousands of pages of documents to support its investments and the alternative regulation system has helped reduce its customers' electric bills.
