As extreme cold rocks upstate New York, one legislator is calling on the state to create an independent consumer advocate to help bring down high-energy costs for residential customers.

111th District Assemblyman Angelo Santabarbara is supporting a measure that would establish the New York State Office of the Utility Consumer Advocate, similar to offices that exist in 40 other states in the nation.

A non-profit group says consumers are being left in the cold when it comes to input about a proposed electric rate hike in the Hudson Valley. It says older consumers, in particular, can ill afford the possible two-digit hike. Meanwhile, the utility is aiming for a lower rate hike.

RENSSELAER, N.Y. (AP) — New York's electrical grid operator says the average price of wholesale electricity hit a 12-year low last year, thanks to a glut of cheap natural gas and market competition that drives greater efficiency.

The New York Independent System Operator, or NYISO, said Wednesday that the average annual wholesale price of electric energy in the state was $45.23 per megawatt hour. The previous record low was $48.63 in 2009.
