The city council in Springfield, Massachusetts has scheduled a special meeting to vote on a sizable tax break for a subway car manufacturer after a vote at a regular meeting was unexpectedly delayed. 

The Springfield City Council will meet Tuesday to vote on a tax incentive agreement with CRRC USA Rail Corp, which is planning to build a $95 million factory in east Springfield to build subway cars. The agreement,  if approved, would save the Chinese company $10 million over a 10-year period in exchange for a promise to create at least 150 jobs.

The administration of Massachusetts Gov. Deval Patrick is recommending a Chinese company be awarded a contract to build new subway cars for the MBTA.  The railcars will be assembled at a new factory that is to be built in Springfield.

Gov. Patrick made the announcement Tuesday standing in front of an empty 40- acre lot on Springfield’s east side,  where the CNR Changchun Railway Vehicles Co. has said it will build a $50 million factory creating over 250 new construction and manufacturing jobs.

Two companies competing to supply new subway cars to the Massachusetts Bay Transportation Authority would build the assembly plant in Springfield if awarded the lucrative government contract.

Hyundai Rotem of South Korea plans to build a $30 million factory at what is now a vacant warehouse on Progress Ave. in Springfield, if it wins the contract to build 200 subway cars for the MBTA.  Chinese railcar-maker CNR Changchun will locate an assembly plant at the former Westinghouse factory property if it is the successful bidder.   Both sites are on Springfield’s east side.

Top executives from a Chinese rail car company were back in Springfield, Massachusetts today continuing to lay the groundwork for a factory to build subway cars for the MBTA.  Officials at a local college offered its school of engineering as a resource for the company.

 A decision on building the $30 million factory in Springfield will be made by the end of the year, as Chanchung Railway Vehicles awaits word on the awarding of a contract potentially worth up to $1.5 billion to supply hundreds of new subway cars for the MBTA.  Bids for the project are due by May 15th.
