A former New York state senator has written to his successor, calling on her to break the silence on ethics reform. The freshman senator from Dutchess County is biting back.

Former one-term state Senator Terry Gipson, a Democrat, penned a letter to the woman who defeated him in November, Republican Sue Serino, asking that she make ethics reform a top priority.

In his recent State of the State Address, New York Governor Andrew Cuomo called for a zero percent  corporate income tax for manufacturers tax that locate in upstate New York, but one state Senator from the Hudson Valley says part of his district is being left out. Democrat Terry Gipson of the 41st district says the zero tax should also be offered in the counties that must now pay the MTA payroll tax: Westchester, Putnam, Orange, Rockland and Dutchess.

POUGHKEEPSIE – Mayor John Tkazyik, the Republican mayor of Poughkeepsie, has set up a campaign committee to run for the State Senate seat currently held by first-term Democrat Terry Gipson. The district includes portions of Dutchess and Columbia counties.

The Second quarter campaign contribution filing with the state Board of Elections shows he has $215,000 in the bank. Among his top contributors are City Administrator Camilo Bunyi, who donated $10,000; and former Congresswoman Nan Hayworth and her husband, Scott, each contributed $5,150.

Construction Begins On Walkway Elevator

POUGHKEEPSIE – A 21-story elevator is going to take visitors to the Walkway Over the Hudson from the Poughkeepsie side of the linear park later this year.

Public officials, Walkway representatives and volunteers ceremonially broke ground for the $2.4 million facility.

Walkway Executive Director Elizabeth Waldstein-Hart said they are elated to be adding yet another asset to the Walkway State Park.

ALBANY – Legislation proposed by Senator Terry Gipson (D- Rhinebeck) and Assemblywoman Didi Barrett (D- Hudson) would provide Thruway toll tax credits to farmers who use their vehicles to transport their products.

The measure would allow farmers to claim a tax credit equaling 75 percent of Thruway tolls paid for the transport of goods and services during one tax year. The credit would be applicable for travel for the purpose of selling within 150 miles of a taxpayer’s farm, roughly the distance between New York City and Albany, said Barrett.

This is the first state budget for freshman New York State Senator Terry Gipson of the 41st district in the Hudson Valley. The Dutchess County democrat spoke to WAMC’s Brian Shields today on the pros and cons of the budget process. 

They Say the Plans are Ambitious and Important

State Senator David Carlucci, an Independent Democrat, represents the 38th district, which includes a large part of Rockland County, and a small piece of Westchester. Part of his district was hit by Hurricane Sandy, and he says he was all for what the Governor had to say when it comes to improving emergency response and preparedness.

Terry Gipson will be sworn in Saturday as the New York State Senator for the 41st District. The Democrat’s win was not decided until about one month after the November election. Longtime Republican State Senator Stephen Saland, of Poughkeepsie, conceded the race December 13th, after a final count of absentee ballots and affidavits. The race was three-way, with Conservative Neil DiCarlo  on the ballot, saying there needed to be a conservative choice in light of Saland’s  vote in 2011 for the legalization of same-sex marriage in New York.  WAMC’s Hudson Valley Bureau Chief Allison Dunne sat down with state senator-elect Terry Gipson in his home base of Dutchess County’s Rhinebeck, to see what he has in mind for his first term in Albany.

New York Governor Andrew Cuomo’s cross-party endorsement of Republican Senator Stephen Saland could be a blow to Rhinebeck Village Board of Trustees member Terry Gipson, the Democrat in the three-way race for the 41st district seat. Cuomo says he’s endorsing Saland to honor his courage in breaking with his party to vote for same-sex marriage last year. Gipson spoke with WAMC’s Ian Pickus.
