Sen. Kirsten Gillibrand has secured public support from nearly half the Senate for her proposal to give victims of rape and sexual assault in the military an independent route outside the chain of command for prosecutions.
But the New York Democrat is short of the necessary votes.
Her solution appears to have stalled in the face of opposition from the Pentagon's top echelon and its congressional allies, including two female senators who are former prosecutors.

A woman who authorities say tried to ram a security barrier outside the White House led the Secret Service and U.S. Capitol Police on a high-speed chase that ended near Capitol Hill, where gunshots were fired by police. Congressional lawmakers were briefly ordered to shelter in place, but by 3 p.m. ET, police had lifted the lockdown.
The incident left a suspect dead and two police officers injured. The 1-year-old child who was in the car with the suspect is OK and in protective custody.
In the wake of the shooting at the Washington Navy Yard last week that left 12 people dead, New York U.S. Senator Charles Schumer is calling for increased communication between law enforcement and Veterans Affairs medical centers.

Federal air safety officials say they will investigate the fiery crash of a stunt plane at an Ohio air show that killed the pilot and a wing walker.
Thousands of spectators at the Vectren Air Show near Dayton, Ohio, watched on Saturday as the biplane, with wing walker Jane Law Wicker, 46, and pilot Charlie Schwenker, 64, careened into the ground and exploded during a low-altitude maneuver. No one in the audience was hurt.

His family says that, under the tutelage of a friend known to the Tsarnaev family only as Misha, Tamerlan gave up boxing and stopped studying music. He began opposing the wars in Afghanistan and Iraq and turned to websites and literature claiming that the CIA was behind the terrorist attacks of Sept. 11, 2001, and that Jews controlled the world.
