Vermont state auditor Doug Hoffer says his office has found widespread abuse in the state's contracting practices, with state agencies failing to use competitive bidding as they should.
Hoffer says his office looked at the practices of five agencies and departments in 2015 and found that more than four in 10 of the contracts issued were not put out to bid.

the Agency of Education, the Agency of Human Services Central Office, the Department of Buildings and General Services, the Department for Children and Families, and the Department of Vermont Health Access were included in the review.

Administration Secretary Justin Johnson said he agrees with most of the report's findings.
