Vermont Attorney General T.J. Donovan is declining to charge Burlington Police Officer Cory Campbell following an investigation into a deadly fight on March 11.
Donovan’s office says Campbell was reasonable and justified in using force against 54-year-old Douglas Kilburn, but says Campbell’s own actions contributed to escalating the situation. Kilburn and Campbell got into a fistfight outside the emergency room at UVM Medical Center; Kilburn died three days later in what was ruled a homicide. Donovan’s office says Campbell’s use of foul language and antagonistic behavior contributed to the incident, which “put him in a position where it was necessary to physically defend himself.”
